I have decided to rework the bending form. The 12" form is too large to make a 13" hoop. I did not expect the amount of springback that I got. It is not possible to squeeze the large hoop down to a 13" size and keep it glued together. So I am going to do it the other way.
I am going to make a 10" form, which will bend the wood tighter than I need it, and when I glue the ends of the hoop together I will have to spring it apart instead of squeezing it together. If the bend is tighter than 13", the ends of the wood will be forced together instead of being pulled apart, so the hoop will self stabilize and clamp itself together.
I grabbed another piece of 3/4" plywood and started drawing circles on it.

I kept the 18" main plate and only made the rest of the form smaller. I need the 18" plate to hold the outside angle bracket in place. You can see the 18" circle at the back of the plywood in the photo below.

I marked the circles on the ply and started cutting them out. Nothing new to report on this procedure.
